The three rules

Odd

1, 3, 5, 7, 9 move sideways. Swap with the tile left or right of it, if the two differ by exactly 1.

Even

2, 4, 6, 8 move vertically. Swap with the tile above or below it, if the two differ by exactly 1.

Sum 10

Partners trade from anywhere. 1–9, 2–8, 3–7 and 4–6 swap across the whole grid, however far apart.

Don’t play by tiles in place. Getting five of nine home still leaves you 30 moves out, against 41 with none placed — sum‑10 reaches across the grid and pulls finished rows apart. Left at best is the only honest score.

Watch the 5. It has no sum‑10 partner and only steps sideways under its own power, so it changes rows only when 4 or 6 drags it. Getting the 5 home is the hard part — which is exactly what Easy mode hands you.
